R.I Hands was an Engineering Assistant with the Palmerston North City Council from 1931 – 1952 and probably traced these plans as a design guide for smaller bridges within the city. The Palmerston North City Council also made a small contribution to the cost of building this bridge. See subseries 2/1/1 Volume 4. Statement of accounts for 1936 – 1937, Page 5.
